4,750 Express Entry candidates received invites to apply for Canadian Permanent Residency (PR)

Immigration Refugees and Citizenship Canada (IRCC) conducted another big round of invitations on November 9, 2022.

A total of 4,750 Express Entry candidates with a minimum Comprehensive Ranking System (CRS) score of 494 received invitations to apply (ITAs) for Canadian Permanent Residency (PR).

This is the tenth all-program Express Entry draw since IRCC resumed all-program draws on July 6. Therefore, eligible candidates from all Express Entry programs: Federal Skilled Worker (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades (FST) were considered in this draw.

Canada’s Immigration Levels Plan 2023-2025

The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, released Canada’s 2023–2025 Immigration Levels Plan on November 1, 2022.

Canada is aiming to welcome the highest-ever 1.45 million new permanent residents over the next 3 years across all immigration categories.

In 2021, a total of 127, 933 Indian nationals became permanent residents (PRs) of Canada as the country admitted a record 405,000 new immigrants in its history.

The Canadian Government is continuing that ambition by setting record targets in the new levels plan of 465,000 PRs in 2023, 485,000 in 2024, and 500,000 in 2025.

 Express Entry Targets (principal applicants, spouses, and dependents):

  • 2023: 82,880
  • 2024: 109,020
  • 2025: 114,000

A total of 82,880 new immigrants in 2023 will be admitted Express Entry System. The target will rise to 109,020 in 2024 and 500,000 in 2025.

IRCC will also use new features in the Express Entry system to welcome new immigrants with the required skills and qualifications in sectors such as health care, manufacturing, building trades, and STEM (Science, Technology, Engineering and Math)

Canada C-19 bill implications – Changes are coming in the Express Entry System in early 2023

What Is Bill C-19?

Bill C-19, which amends Title 10 of the Statutes of Canada, 2022, was given the seal of approval by the monarch.  The Bill will amend the Immigration Refugee Protection Act (IRPA), driving big changes to the current Express Entry system.

What is the bill about?

The measure, which would radically overhaul the Canadian Express Entry system that allows foreign skilled workers and temporary residents to seek permanent status in Canada, was officially passed and got royal assent on June 23, 2022. This legislation has been hotly debated by legislators and immigration experts since it was first introduced in April of this year. Since the Express Entry invitation was put on hold while the country’s immigration system dealt with large application backlogs, the topic has garnered a lot of interest.

Prior to the passing of Bill C-19, the Comprehensive Ranking System (CRS) score would choose the PR applicants in each draw, giving preference to the applicants with the highest rankings. The new law gives IRCC discretion over which Express Entry applicants are let into Canada based on economic needs. The Canadian labor market will now be given more consideration in determining the outcomes of permanent resident applications.

When the amendment was first introduced, it was immediately met with skepticism from those who worried that special interests were being favored by the change. Immigration Minister Sean Fraser addressed the issue in an interview, saying, “If I sit at my office in Ottawa and start making decisions about what regions and what sectors should benefit from this new policy I would be going down a very dangerous path.”

Full implementation of the law is anticipated in an Express Entry draw scheduled for the first quarter of 2023.

Limitations of Express Entry

Changing the Immigration and Refugee Protection Act (IRPA) allows the Express Entry system to better meet Canada’s urgent and critical labor market needs. The current mechanism for issuing ITAs through the Express Entry program is a point-based, straightforward approach that randomly selects candidates with a CRS score over the minimum cut-off.

While many qualified people would have been able to contribute positively to Canada’s economy, the Express Entry system was inaccessible to them because of the CRS requirement’s prohibitive cost.

What does the amendment of the IRPA act entail?

Canada needs skilled people due to its record-low unemployment rate of 5.1%. This means that Canada has used up most of its trained personnel and needs more to boost revenue. The Canadian government hopes to boost the number of skilled immigrants admitted through Express Entry by passing Bill C-19. The system would actively seek and accept immigrants due to urgent economic demands. According to economic demands, the immigration minister would create priority visa categories.

Immigration, Refugees and Citizenship Canada (IRCC) has not confirmed which groupings will be chosen; they will likely be based on factors such as occupation, language abilities, work experience, education credentials, or other factors that correspond to Canada’s labour market needs.

The minister would create these high-demand categories after conferring with immigration experts, government agencies, provinces/territories, employers/businesses, employees, and immigration attorneys. Before creating new categories for foreign skilled workers, the immigration minister can get labor market data, comments, and advice.

The survey results will also help predict which industries will have workforce shortages. It’s worth noticing that the ways Canadian provinces invite skilled immigrants based on labour market requirements are quite similar to the reported Express Entry system adjustments.

A total of 4,750 Express Entry candidates with a minimum Comprehensive Ranking System (CRS) score of 496 received invitations to apply (ITAs) for Canada permanent residency (PR) in a new draw held on October 26, 2022.

The CRS score cut-off threshold dropped below 500 for the first time since IRCC resumed all-program Express Entry draws in July.

The draw considered candidates in all Express Entry programs: Federal Skilled Worker (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades (FST).

Immigration, Refugees and Citizenship Canada (IRCC) also applied the tie-breaking rule and the time-stamp was set for May 09, 2022 09:04:20 UTC. If more than one candidate has the lowest CRS score, the cut-off is based on the date and time they submitted their profiles in the Express Entry pool.

Upcoming changes in the Express Entry System

However, the new changes will allow IRCC to conduct targeted Express Entry draws and invite candidates based on factors like their occupation, language abilities, education credential, or other factors that correspond to Canada’s labour market needs.

Canada invited 4,250 Express Entry candidates to apply for Permanent Residency (PR) on October 12, 2022

In a new Express Entry draw held on October 12, a total of 4,250 candidates were issued an Invitation to Apply (ITA) for Canadian Permanent Residency (PR).

Immigration applicants having a Comprehensive Ranking System (CRS) score of 500 or above received invitations in this draw.

This is the eighth all-program Express Entry draw this year. Therefore, it considered candidates in all Express Entry programs: Federal Skilled Worker (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades (FST).

Express Entry System

Express Entry is a system adopted by the Canadian Government to manage applications for Canadian permanent residence through three economic immigration programs – Federal Skilled Worker, Canadian Experience Class, and Federal Skilled Trades.

The system boasts efficient processing time, with the majority of applications being processed between six to eight months.

How does it work?

In brief, candidates are required to submit an Expression of Interest (EOI) by creating a profile in the Express Entry portal summarizing their skills and credentials including age, education, language, work experience, and others.

Following the submission, eligible candidates are entered into a pool of applicants, where the Comprehensive Ranking System will be automatically applicable and applicants will be ranked on a scale of 1200 points.

The highly ranked candidates will then be invited to apply for permanent residency as skilled immigrants through regular draws from the pool by IRCC.

Canada invited 3750 immigration candidates to apply for permanent residency (PR) in a new Express Entry Draw on September 28, 2022.

Applicants having a Comprehensive Ranking System (CRS) score of 504 or above received invitations to Apply (ITAs) in this draw. The CRS score cut-off threshold continues to drop whereas the number of invitations has increased to pre-pandemic levels.

Immigration Refugees and Citizenship Canada (IRCC) also applied the tie-breaking rule in this draw and the time-stamp was set for May 02, 2022 at 17:17:32 UTC. If more than one candidate has the lowest CRS score, the cut-off is based on the date and time they submitted their profiles in the Express Entry pool.

This was the seventh all-program Express Entry draw since IRCC resumed all-program Express Entry draws on July 6, 2022 after a gap of more than 18 months.

Express Entry candidates, who received an invitation to apply in this draw, will get a message in their IRCC account telling them which program they have been invited to apply for and the next steps they have to follow.

Canada Express Entry System

The Express Entry system is the fastest and most efficient path for skilled workers to get Canadian permanent residency. It is a completely electronic process and manages applications for permanent residence under three federal economic immigration programs:

·         The Federal Skilled Worker (FSW)

·         The Federal Skilled Trades Program (FSTP)

·         The Canadian Experience Class (CEC)

Eligible candidates can submit a profile into the Express Entry pool, where they are ranked against the other candidates according to CRS, where they are ranked based on their human capital factors, skills, experience, and other factors.

Highly ranked candidates will then be invited to apply for permanent residency as skilled immigrants through draws from the pool by IRCC.

Those who received invitations need to submit a complete permanent residence application to IRCC within 60 days from the date of receiving an ITA.
