Newfoundland and Labrador Provincial Nominee Program (NLPNP)

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) allows the province to nominate eligible foreign workers for Permanent Resident Status.

The province can nominate up to 1,050 applicants annually through the Skilled Worker, International Graduate, and Express Entry-Skilled Worker streams of the NLPNP.

  1. Express Entry Skilled Worker Stream

The Express Entry Skilled Worker Category is designed for foreign skilled professionals who have been accepted into Immigration, Refugee, and Citizenship Canada’s (IRCC) Express Entry pool, and who have a job offer in Newfoundland and Labrador.

It offers a quick pathway to permanent residence for those individuals who intend to reside permanently in Newfoundland and Labrador.

Eligibility Requirements

In order to be eligible for the Express Entry Skilled Worker Category, applicants must:

  • have a valid Express Entry Profile Number and a job seeker validation code
  • have a high-skilled job or job offer (at least two years) from a Newfoundland and Labrador employer based on the National Occupational Code (NOC)
  • score at least 67 points on the PNP point assessment grid;
  • hold an IRCC Work Permit with at least 4 months remaining at time of application, or be entitled to apply for one;
  • have a Canadian post-secondary degree or diploma or equivalent foreign education credential with an Educational Credential Assessment (ECA) report from a designated agency;
  • provide language test results of the language level declared in the Express Entry profile;
  • intend to live permanently in Newfoundland and Labrador; and,
  • hold sufficient settlement funds or financial resources to successfully establish themselves and family members in Newfoundland and Labrador.
  1. Skilled Worker Stream

The skilled Worker category of NLPNP is for international workers and prospective immigrants who have a guaranteed offer of employment from a Newfoundland and Labrador employer, or are currently working in the province on a valid Work Permit. Employers also need to demonstrate a need for the applicant’s skill set.

Eligibility Requirements

In order to be eligible for the skilled Worker category of NLPNP, applicants must:

  • age between 21 to 59;
  • have a full-time job or job offer from an eligible Newfoundland and Labrador employer The job or job offer should be valid for at least two years;
  • have qualifications, training, skills, and/or accreditation required for the job;
  • hold an IRCC Work Permit with at least 4 months remaining at time of application, or be entitled to apply for one;
  • possess requisite English or French language proficiency to perform the job duties. PLEASE NOTE: Occupations classified in NOC Code C or D will have to meet Minimum Language Requirements;
  • intend to settle permanently in Newfoundland and Labrador; and
  • have sufficient settlement funds and financial resources to successfully establish themselves and family members in Newfoundland and Labrador.

 

  1. International Graduate Stream

 The International Graduate Stream allows recent graduates who have a Post-Graduate Work Permit and a job or job offer from a Newfoundland and Labrador employer to apply for provincial nomination for Canadian permanent residence to NLPNP.

Note: Applicants who hold a Post-Graduate Work Permit (PGWP) can be eligible to apply under the Express Entry Skilled Worker Category provided they are accepted into IRCC’s Express Entry pool. They must also have to obtain a valid Express Entry key code and job seeker validation code to accompany their application.

Eligibility Requirements

To apply under the International Graduate Stream of NLPNP, applicants must:

  • age between 21 to 59 years;
  • have completed at least half of their studies in Canada;
  • have graduated from an eligible publicly funded Canadian college or university;
  • have completed at least a two-year diploma or degree program, while studying on a full-time basis;
  • have a full-time job or job offer from an eligible Newfoundland and Labrador employer. The job or job offer must be valid for at least two years;
  • hold qualifications, training, skills, and/or accreditation required for the job;
  • have an IRCC Post-Graduate Work Permit that must have duration of at least six months remaining prior to expiry date;
  • have sufficient English or French language capability to perform the job duties;
  • intend to live and settle permanently in Newfoundland and Labrador; and
  • have sufficient settlement funds and financial resources to successfully establish themselves and any dependent family members in Newfoundland and Labrador.

If applicants have completed their studies at a recognized post-secondary institute outside of Newfoundland and Labrador, their job or job offer must be related to their field of study. They also may be required to have work experience of at least 1 year prior to submission of their Provincial Nominee Program (PNP) application.
